Kind of depends on what 'version' of Hulk you are referring too :) ; War, Savage, Green Scar, Red Hulk, Devil Hulk, etc. Tetsuo is a bit more consistent / defined as a character, so... I'm putting my money on Hulk. Of course, Bruce Banner would probably get his head fried off :D .
They do kind of have the same hair. But who would win in a fight; Hulk or Tetsuo?
